The then-Hon'ble Finance Minister revealed Orunodoi, which is called the "foremost bead" among the Ashtadash Mukutar Unnoyonee Maala, in his Budget Speech 2020-21. Eligibility Criteria for Orunodoi 3.0 - Assam

If an applicant meets any of the following requirements, they will be eligible for the program.

  • Widow, single (over 45 years old)
  • Transgender
  • A person with a disability, as defined in the Rights of Persons with Disabilities Act, 2016, regardless of gender.
  • Old or sick women, including those who live in a government-registered old age home
  • Women of the Household were the people who were either incapacitated or over sixty years old
  • A woman lives in the house with someone who has HIV, thalassemia, haemophilia, cerebral palsy, leprosy, or autism spectrum disorder.
  • A woman in the house without a roof
  • Poor woman living on handouts
  • A woman who gets money from the Antyodaya Anna Yojana (AAY) program
  • Women in the household whose total income is less than ₹2 lacs per year.

Exclusions

  • MPs, MLAs, CEMS, EMS, Ex-MPs, Ex-MLAs, Ex-CEMs, and Ex-EMs.
  • Current members of Panchayati Raj Institutions, Urban Local Bodies, and Autonomous Councils/VCDCs, among others, in Sixth Scheduled districts.
  • Doctors, engineers, architects, chartered accountants, bank employees, and lawyers.
  • Teachers in universities, colleges, higher secondary schools, junior colleges, high schools, upper primary schools, and lower primary schools, including those who work on a contract or temporary basis.
  • Any regular government worker, pensioner, or contractor (like an Anganwadi worker, a mid-day meal worker, an ASHA worker, an ASHA supervisor, or a Gaon Pradhan) who pays income tax. This includes government contractors and suppliers, real estate builders, industrialists, and trade license holders.
  • People who pay income tax include businesspeople, entrepreneurs, shopkeepers, and traders.
  • Landowners who don't fall into the tiny or marginal categories.
  • Having four-wheeled vehicles.
  • Beneficiary of the "Orunodoi Plus" plan or any similar scheme, receiving the same cash benefit from the State as Orunodoi 3.0 or a greater amount.
  • The total income of the household is higher than the restrictions set by the current "Assam Food Security Rules" under the "National Food Security Act" (NFSA).

  • Step 04: The applicant must send the completed Application Form to her PS committee or to a Gram Panchayat Office.
  • Step 05: The PS committee or the Gram Panchayat Office will issue the applicant an acknowledgement slip after they turn in their Application Form.
  • Step 06: This slip of acknowledgement will show that the Applicant has sent in their Application Form.
  • Step 07: After that, different-level committees will carefully look over the applications that were sent in and check them.
  • Step 08: After careful checking, the DIDS portal will show the list of selected and qualifying beneficiaries.

  • Step 1: Visit the official RCMS Assam website at rcms.assam.gov.in and click on "Ration Card Details" in the menu for ration cards.
  • Step 2: Type in the captcha code on the following page and click "Verify."
  • Step 3: Choose your district, DFSO, TFSO, FPS, and "AAY" from the scheme name drop-down menu on the report page. Then, pick "A (Verified and Approved)" for status, the way you want to organise the list, the RC Status, and the report name. Click "View Report."
  • Step 4: The list of beneficiaries for Orunodoi 3.0 (AAY ration card holders) will show up, organised by village, Gram Panchayat, or FPS.
